I added a network like:
nova-manage network create net1 10.0.0.0/24 1 248 --bridge=br1

The results is:
id   	IPv4              	IPv6           	start address  	DNS1           
	DNS2           	VlanID         	project        	uuid
6    	10.0.0.0/24       	None           	10.0.0.2       	8.8.4.4

Does the above mean only the first 248 IPs will be leased via DHCP?
How can I change the start_address?
How can I change DNS1 and DNS2?
I'm using Folsom.
