[Openstack-operators] 169.254.269.254 is driven me insane

Hi Leandro,
we don't use cloud-init, so it's not something block us. But this problem
it's really annoying. Hugo fixed it, but I cannot replicate it in our
environment. We are still trying to fixit for Stackops Distro 3.0, but no
luck yet.
If we find a workaround we will publish it here.
