It seems I setup the second wave and then neglected to ask the infra team to process them.

Infra tema (*cough* Josh *cough*) can you remove the branches marke Please EOL in

Once that's done I can do a final pass for jobs that may break and we can drop
the devstack, devstack-gate and requirements branches.
