Personally I think these should remain in a Tempest plugin. They require 
a specific deployment environment and configuration and are not required 
to run basic OpenStack.

There are several big tent projects in OpenStack which run their CI 
using Tempest plugins (and devstack plugins for that matter), so I'm not 
sure why this should live in Tempest.
