Gerrit's submodule support is what's actually responsible for
updating the references/commits:

    https://review.openstack.org/Documentation/user-submodules.html

You may simply be mistaking that for merge commits in projects
attributed to the "Jenkins" account (due to how Gerrit credits merge
commits it makes to the API caller in the course of executing its
"Merge if Necessary" submit type).
