[OpenStack-Infra] ffmpeg for horizon tests

Hi Sergei,
 
The jenkins user will have sudo available until the remove-sudo macro is
run. You can install any packages at that time. Avconv is the same piece
of software (sortof) as ffmpeg and is available in the standard
repositories.
