Andreas jaeger,  thank you.
I have solved the problem.The contributor must be the Foundation Member not the Community Member.visit https://www.openstack.org/profile/  to change the membership.

It needs your gerrit preferred e-mail address to match a primary
e-mail address for a foundation individual member account.
