The issue actually appears in the tarball job, where the 2015.1.2
tag resulted in creation of files named
networking-midonet-2015.1.1.tar.gz and
networking_midonet-2015.1.1-py2-none-any.whl, so
http://git.openstack.org/cgit/openstack/networking-midonet/tree/setup.cfg?h=2015.1.2#n3
is your problem I think. You'll want to update that before tagging
2015.1.3.
