[OpenStack-Infra] removal of eol branches (and creation of eol tags)

Hi,

i am the (relatively) new PTL of the openstack-chef project and just realised that for some reason we have never removed the old branches (which are not supported anymore) from our repositories. I talked to fungi and he suggested that i write a short mail with a list of all the projects and branches we want to remove. In addition to the removal of these old branches, we would also want to create the corresponding eol tags so we know what the last commit in these branches was. Can you also do that?

Here a list of projects where we want to remove all branches except for "stable/kilo", "stable/liberty" and “master" :
