You have to contact the list admin for any given list to modify the
set of subject tags. In the case of openstack-dev you can see
http://lists.openstack.org/cgi-bin/mailman/listinfo/openstack-dev
has "OpenStack-dev list run by thierry at openstack.org" right near
the end of the page.
