My initial hunch was that this was due to not having a UTF8 database for
gerrit but we fixed that with our upgrade to gerrit 2.8. At least I
think we fixed it. Would probably be good for Monty and Khai to chime in
on this thread with more info about that change.

Pretty sure this will be DB related because the review comments are all
in the DB but the file content is all from git.

Hopefully we can get to the bottom of this,
