Add it to your localrc, run once (there's a good chance DevStack
will fail for other reasons, but it will hopefully upgrade to later
versions of system-wide dependencies), then remove that line from
your localrc again and start DevStack normally after that. This
workaround is basically the same as the one mentioned in
https://launchpad.net/bugs/1468808 .
