Is Quality of Service policy only used for the Huawei storage driver? Even if so, there are examples of QoS drivers for networking here: http://docs.openstack.org/admin-guide-cloud/content/section_plugin_specific_extensions.html With that as a pattern, please patch here to add QoS information for storage drivers.
