[OpenStack-Infra] vArmour CI is disabled

Gary,

The varmour CI is NOT providing the right logs of their testing.
This is the published link for your CI:
http://173.228.89.201:8080/logs/$LOG_DIR


I found this from my validation commit:
https://review.openstack.org/#/c/114393/


Please, resolve this issue ASAP.
