Well, we do try to tag comparatively "easy" bugs as
low-hanging-fruit so that newcomers can find a few with this filter:

https://bugs.launchpad.net/openstack-ci/+bugs?field.tag=low-hanging-fruit

Admittedly we probably don't do as good a job as we'd like, but it's
a start.

If you have the stomach for slide presentations, these are worth
flipping through (they're for talks our team gives somewhat
regularly at software conferences, so expect a bit of overlap):

http://docs.openstack.org/infra/publications/overview/
http://docs.openstack.org/infra/publications/zuul/
http://docs.openstack.org/infra/publications/devstack-tutorial/
http://docs.openstack.org/infra/publications/ci-automation/
http://docs.openstack.org/infra/publications/using-your-own/

Also our infrastructure documentation site attempts to provide a
more in-depth reference on the various systems we manage and how we
support them:

http://ci.openstack.org/

And there's plenty more too, but that's probably already a lot to
digest.
