It almost is. It's required that a link to the contact page be published.

Publish who the maintainers of the third party testing system are, and
make them available for support as needed. Maintainers are encouraged
to be in IRC regularly to make it faster to contact them.

Could we modify the above section of the rules to read:

Third Party Testing wiki page] to include a description of what your bot
does along with maintainer contact information.
* All CI comments must contain a link to their section of the Gerrit
Third Party Testing wiki page
Maintainers must make themselves available for support as needed.
Maintainers are encouraged to be in IRC regularly to make it faster to
contact them.
If the rules are updated I will contact all the members of the "Voting
Third-Party CI" group in Gerrit and ask them to update the wiki page and
have
their bot include the link.
