I responded to your comment on the last patch. Basically, that patch
(and the problem you highlight) was the reason I wrote this email :)

I have hard-coded the openstack/cinder project in the layout.yaml file
for Zuul right now, but I am going to make this into either a Puppet
template or put the layout.yaml file in the examples/files/ directory
like the projects.yaml file...

Just trying to figure out a way to make the os-ext-testing repo as easy
as possible for folks to get the testing platform up and running,
without any hardcoding of projects, but with some sensible defaults.
