If you're running a Zuul server of your own, then it should be
supplying the URL for its merger (configured in
/etc/zuul/zuul/conf's merger section as zuul_url) as a job parameter
and then devstack-gate will fetch from it as $ZUUL_URL. If you're
using something else, like the gerrit-trigger Jenkins plugin, then
it would probably need to get substituted with the Gerrit URL for
the change being tested.
