I investigated this recently. Apparently that was a feature at one
time, but the Gerrit devs neutered it several years ago because it
was in conflict with other features where they were relying on
long-term stability of the username in places where they arguably
should not have done.

That said, Sean I'll try to replicate this issue and dig into
Gerrit's DB to figure out what's missing/screwy on your account. I
think I helped merge those disjoint accounts for you a few months
ago, so I probably missed something at that time. We'll hash it out
in IRC later once I have a better idea of what's going on with it.
