Open Stack

I've started to create ussuri branches in translate.openstack.org and
will at the some time make stein read-only.

I'll start with the dashboard projects - and then take continue later
tonight or over the weekend with others.

Any admin around that wants to help? Please speak up and go ahead. Keep
in mind to use the UI to copy all translations.

I'm pushing changes for the jobs as well now,
