[OpenStack-I18n] [I18n] PTL Non-Candidacy

Hello I18n team,

As announced by [1], now is U-cycle (Ussuri) PTL nomination period, and 
only less than 2 days are left from now.

I will not run for I18n PTL for U-cycle because I am now serving as an 
PTL/TC election official and the role conflicts with running for PTL [2].
I ran for election official to better understand OpenStack ecosystem and 
more interact with community members, not to leave from I18n team.
I will still stay around I18n team, but it would be so great if someone 
runs for I18n PTL on upcoming cycle.

Also, I shared the current status of I18n team on last July [3]. If you 
have not read this, please read for more information.


Note that I will be at Shanghai Summit + PTG for more I18n sessions as 
an official team succeeding from my current PTL activities
- please prioritize to participate in upcoming Summit + PTG with any 
kind of ways - both online and offline participation should be 
definitely fine.
