Hi Frank and i18n cores,

i18n-spec repository is never used since it is created almost two years ago.
I would like to propose the retirement of the i18n-spec repository.

The number of proposals was small so far and it would continue.
If some proposal needs more detail explanation we can use the i18n repository.

In addition, I think most folks do not check i18n-spec repository in a
regular basis.
