  the chinese translation for "up" is not suitable

Status in openstack i18n:
  Fix Released

Bug description:
  I log in horizon with zh-cn language local setting.
  when we brower network detail,  we can see DHCP agent lists.
  the zh-ch translation of administrator status of DHCP agent is not suitable.
  when status is "up", it says "向上"
