[OpenStack-I18n] Invalid Horizon PO fzh_CN file

Update: The bug has been fixed in Horizon yesterday with the kind help 
from Horizon team.

I have checked it today and it does not generate any error: 
http://status.openstack.org/openstack-health/#/job/horizon-propose-translation-update 
.

(Since the original string has been changed, translators need to 
translate the new string.)
