[OpenStack-I18n] To language team coordinators: Let's speed up for Newton translation

I filed a bug https://bugs.launchpad.net/horizon/+bug/1627673
and proposed a patch https://review.openstack.org/376357 (for master).
It will be backported to stable/newton in
https://review.openstack.org/376359 (cherry-pick for stable/newton).
What in my mind is to automate this process in near future (hopefully in
Ocata cycle).
