It seems that at least ungettext and pgettext strings are not extracted
for translation anymore ;(

I can confirm that going from babel 2.3.2 to 2.2.0 fixes the problem for me.

Therefore, I just pinned us to this version in the infra scripts:
https://review.openstack.org/303807

But this needs more investigation and probably a bug report to the Babel
folks.

Unfortunately I don't have time to dig further into this right now either ;(
