Open Stack

Congrats to the Japanese translation team! We now have the RST Install 
Guides translated and up for review on 
http://docs.openstack.org/draft/draft-index.html

To properly publish the Debian version of it, we had to release 
openstack-doc-tools 0.30.1.

0.30.1 fixes also one annoying issue a few of you fall into: When you 
run tox -e checklang, files were changed and some of you committed them 
by accident. This will not happen anymore, checklang now cleans up properly.
