[Openstack-i18n] Horizon/Kilo, string freeze?

@Akihiro, could you help to clarify the time lines of Horizon kilo
translation?
I'm not clear of the specific date either.
When is the string freeze date of Horizon ?
When is the last date to finish translations ?
