[Openstack-i18n] swift-propose-translation-update is failing

Hi,
I just lodged a new bug:

Basically, the periodic job to propose translations to swift is failing.
and we need to get it to work, since swift is now translated into
Chinese by Seagate! :DDD

Previously the locale directory in swift was at the top level of the
repo. Now it is a subdiretory under swift.
Likely the script needs updating.
