[Openstack-i18n] Another ending punctuation question

Well that makes sense to me, but I see Daisy has responded with the
opposite suggestion.  Maybe it could be discussed at the next i18n team

In my opinion, the punctuation needs to be "inside" the translatable
string, because they differ depending on the language:

Some languages have completely different characters for the punctuation:

So "All that is part of the message/sentence" sent to the user needs to
be translatable.
