Open Stack

The transifex problem we had - see yesterday's IRC meeting - has been
fixed for us finally.

I've just setup new repos barbican, marconi, oslo.db and oslo.messaging
and sent a patch for the usual infra jobs:

IMHO, oslo.db and oslo.messaging could be translated.
Barbican and marconi are not part of the integrated release, so I would
give them lower priority,
