Thanks for your confirmation.
English PO files in Horizon repo are POT files and it should not
contain any strings in msgstr.

The reason English PO files in Horizon repository is just as a result
of the source language mismatch in Django and Transifex,
we can clear all the text in POT files. Let's update the original POT files.
