[Openstack-i18n] Release notes

Hi Daisy,
Feel free to move it or add other links in appropriate places.
Perhaps you would like to create links only for the completed languages.
My intention to create the link at the bottom (which lists all
subpages automatically) is different.
Before I created the link, there is no way to reach translated release
notes without searching or URL input.
