[Openstack-i18n] Release notes

Hi,
I just added the link to translated release notes on openstack wiki.
Feel free to move it (or delete it if not suitable).
https://wiki.openstack.org/wiki/ReleaseNotes/Havana#Translated_Release_Notes
It uses MediaWiki special pages to list subpages.
Such directives may cause a problem when we import Wiki content to Transifex
and generate translated pages on openstack wiki back.
