[Openstack-i18n] Release notes

Hi, SungJin

How is the wiki page going?
Do you need my help?

Chinese translation is also finished.
I found Transifex was not so good at wiki page translation.
When I moved the translations to OpenStack wiki,
I made a lot of changes in the format.
