[Openstack-i18n] Horizon translation status update for Havana

Hi all,

I see great progress in Chinese Taiwan. It is worth part of Havana release.
I also see French translation completed again and a minor cleanup in
some languages.
Thanks you all!

@Daisy,
I prepared a script to import and all other preparations have been completed.
By using the script, I can prepare the patch in a short time, so I will pick up
translations from Transifex tomorrow in my spare time.

@Xiaowei,
Please let us know if you feel zh_TW translation ready to go.
It looks ready to me, but I can't read it
I can import it in a spare time tomorrow and propose a patch. (Note
that my timezone is Japan)
