[Openstack-i18n] Translation update in Havana stable release - coordinators must read

Hi,

One addition on Horizon Havana update.
There is no further string update.

The only exception is https://review.openstack.org/#/c/59686/ .
It introduces two new strings but I think there is actually no need to
translate them
and we can just copy the source strings in most languages.
I am not sure it will be merged or not.

Thanks,
Akihiro
