[Openstack-i18n] Translation update in Havana stable release - coordinators must read

Thank you for the clear update, Akihiro.

@ language team coordinators:
If your language translation is included in Horizon Havana release,
please work on below updates.
* 7 strings remained untranslated in "OpenStack Dashboard Translation"
* If your language has differences in past tense and present tense,
you can update the translation of "%(action)s %(data_type)s" in "Horizon
Translation".
Akihiro Motoki has a clear description in below email.
