[OpenStack-docs] merging this list with openstack-dev

- it seems that my mail client program skipped retrieving some e-mails at
that period of time..

I do not have any objections and agree that "[docs]" tag in dev mailing
list will have more visibility to all OpenStack developers with
documentation.
