My understanding is that the Project Navigator is aimed at helping
operators/deployers figure out what software they should be
downloading and running, not as a place to celebrate the awesome
work in which all our official teams participate. If we add separate
sections for Docs and I18n, then do we also include Release
Management, Stable Branch Maintenance, Quality Assurance,
Requirements, et cetera? At what point does it just become yet
another copy of our governance site with different theming?

Makes sense, that’s good perspective :)
