This sounds like a good plan. You could also apply the retirement process to the install guide cookiecutter repository (https://docs.openstack.org/infra/manual/drivers.html?#retiring-a-project <https://docs.openstack.org/infra/manual/drivers.html?#retiring-a-project>).

Could you add a note about this task to https://etherpad.openstack.org/p/doc-future-problems <https://etherpad.openstack.org/p/doc-future-problems> under the “For the docs team” section?
