I would like to kindly ask doc team members to also consider archiving 
translated documents.
IMHO, translated documents may have their values although the documents 
are EOL,
since
  - Translation contributions for documents starts after the documents 
are released.
  - Due to a kind of nature for I18n team, some translated documents 
might not be released
    (e.g., one translated install-guide for Liberty - but no Mitaka nor 
Newton translated install-guide
     for the same language).

Recently, one bug has been reported to openstack-i18n launchpad but I 
have just forwarded
to openstack-manuals: 
https://bugs.launchpad.net/openstack-manuals/+bug/1659167 ,
since the actual tox run is accomplished in openstack-manuals repository.
Would not we fix this issue since Liberty is EOL? Or we need to fix 
although it is EOL but for translated documents?

Now I am a little bit inclined to fix the bug, but I am open to follow 
Doc team's opinion :)
