I apologise for top-posting, Outlook 2016 doesn’t allow inline posting. 

I completely agree that you cannot reach Utopia. Having archived versions with perfect linkage and no issues is hard. Theoretically speaking, this is a lot of heavy lifting.

Tom – you seem to know and understand a solution that you would like to see implemented. Do you have the bandwidth to research architecting and implementing a solution and eventually writing up a spec? As Anne suggested, Brian Moss or Graham Hayes might be able to help you implement this and Andreas is happy to answer any questions from the infra side of things.

At the moment, the docs team is flat out with the release and upcoming planning for the PTG. Our team is currently too small to take on another such huge task.

    just wanted to quickly second that as an ideal, especially the
    standard URL.  Every time you break a published URL Tim Berners-Lee
    sheds a tear (and it's starting to leak though the floor above me
    now...)
    
    As somone who's been trying to not break URLs, never delete anything,
    and keep evolving content fresh for far too long now I also recognize
    one can't always reach Utopia.
