Is there a way to move those guidelines up higher than the textbox? It doesn’t exactly attract the eye.

    After entering a summary and clicking continue there’s a
    “openstack-manuals bug reporting guidelines” paragraph that appears under
    the text box.
    
    Perhaps adding something like:
    
    ***DO NOT SUBMIT BUGS FOR TROUBLESHOOTING ISSUES***
    
    And then providing links to ask.o.o etc could help?
