I think Anne was suggesting that you have a separate manual in your
tree, that gets build with it's own tox environment - and then we can
add a new job to build the document and publish to developer.openstack.org.
So, first steps:
- Add skeleton guide (in murano)
- Add tox environment (in murano)
- Add voting job that builds it but does not publish (in project-config)
- Update the guide (in murano)
- Once it's ready: publish (in project-config)
- Update index pages
