[OpenStack-docs] Shall we continue to publish Operations Guide mobi?

In my opinion it would be nice to still have the ePub and PDF version
created at least once a cycle, but any thing that is over 2years old
probably has very little relevance anymore.
That said we need to be aware that a lot of organizations are talking about
only upgrading their clouds once a year, so we should be at least keeping
docs available for relevance to n -2.
