[OpenStack-docs] Docs in BCN: Newton Retro Session Wrap Up

We've completed day three in Barcelona, and the end is sight! We had four sessions yesterday, here's the wrap up for the Newton Retro:

==Discussion==

* Release: release process is getting better. Reduce bus factor number when more people understand the system. Great to get a quick fix to sitemap tool.
* API theme changes and additional Sphinx extension releases: complex but understood by more than one person. Teams still need help. Centralizing information to the Contributor Guide helps.
* Install Tutorial: more projects covered, moved parts to team. Plan to include deployment projects, starting with OSA. Index page is not designed well.
* Drop off in conversation/community (see 'social things' session)
* Next release is super short (https://releases.openstack.org/ocata/schedule.html), let's make sure we scope accurately. Release is on Feb. 24th, with holidays 'round the world, we only have a few weeks of actual work time.

==Deliverables==

* Nominate release liaisons earlier in the cycle, in a more formal fashion (Lana to do), and have them responsible for release of our python packages as well.
* Improve install landing page. Lana to work with Rackspace/Intel/OSIC resources to redesign landing.
* Alex to work with OSA team to include the OSA install guide as a 'deployment guide' facing to the os-manuals page (similar to the install guides)
