[OpenStack-docs] Debian install-guide in good shape, needs more work for debconf guide

Hi there!

I have done the necessary testing of the install-guide for Debian, since
nobody but me wants to do the work. I still believe that it's not right
that I do it because I know the packages probably too well, but hey, no
choice it seems...

Anyway, it's doing well. I was able to do all of the guide but the
network option 2 (not time for it yet). I've updated the status here:

There's only 3 review to be done:

Can someone please review the last 2?

Since it's in a good shape, could we get the Debian guide published in
the index?

I'll try to find the time to finish with the networking option 2, and do
the Debconf testing, all before the summit. Hopefully, there's enough
time, and there wont be too many correction to do.
