Open Stack

All projects publish their releasenotes on
docs.openstack.org/releasenotes, e.g.
http://docs.openstack.org/releasenotes/nova

We have a RELEASENOTES file and after some some discussion with Lana and
Doug Hellmann, moved this now in a releasenotes folder, split it up per
release, and set up the jobs to publish to
http://docs.openstack.org/releasenotes/openstack-manuals . This uses
simple RST files instead of reno like other projects do - but uses the
same way of publishing.

Once those two changes are in, I suggest that each team sends in a
review to update the file, we should cover important information there!
