Hi,

Last Friday I took the liberty of running the operations guide
content through pandoc.

The reason I'm doing this, is in order to contribute some more
documentation to the operations guide, related to upgrades. Neutron
specifically, since we now have CI jobs that tests live upgrades for
Neutron, and we are able to report that Neutron is able to be live
upgraded. I'd like to contribute docs to reflect this, and also provide
a guided walkthrough for operators on how to upgrade Neutron with zero
downtime.

There is another patch in flight that sets up some parts of the RST
conversion, and it has a +2 from one of the doc cores. My question is,
how should I proceed?
